Features of the program are the same, it is just how the program uses your computer hardware resources. If you have a 64-bit Windows version and hardware then Photoshop 64-bit will run faster than 32-bit.

I currently have Photoshop CS4 for Mac and was wondering if it’s worth upgrading to CS5 just because of the 64-bit feature. I create digital art.

A 64 bit version gets, in theory, better/faster performance than a 32 bit version. It also allows the program to access more than 4 gigs of memory (only if your system has more than 4 gigs of memory). This of course is only useful if you’re dealing with really, really, really large and intensive files.
If you’re looking to get CS5, I’d do it for the other features, not because of the 64bit capabilities. But it’s really up to you.
