trouble with Photoshop, cannot get rid of hand tool?

Almost every time I open a picture with Photoshop cs4, I keep getting the hand tool. Even if I select the crop, brush, stamp or any other tool, it gets selected, but the hand tool doesn’t get replaced with the corresponding tool. Help!

Ahh the old photoshop stuck on hand problem! It happens.
There are two ways to solve it, firstly go to Edit > Purge > All – this clears the photoshop cache. If that doesn’t solve the problem, exit photoshop and hold down Ctrl+Alt+Shift while opening Photoshop, it will ask you to delete the preferences file, Click Yes. Solved!
Try re-installing the software
or press ctrl+d to deselect
