Ok for some reason each time i upload my illustration. on adobe illustrator it wont let me use any of the tools. I click on the brushes and the pencil but this little line comes over the icon and it wont let me draw or edit the illustration none of the tools work for me so i don’t what to do. Or when it does work my image will have these boxes all over it kind of like a grid and it wont let me use the warp tool properly

I haven’t used cs 4 yet, but usually in PS when tools are grayed out you need to go to see what format the image is in. In cs3 I believe it is “image”-then change from 32 bit to something else, ect. Maybe it needs to be changed from vector to raster or something.
I may need a little more information about the illustration you have put into Illustrator, but I think I know what you did.
It sounds as if you have imported a raster image (bitmap) into Illustrator. Illustrator is mainly for creating vector Illustrations. Very few of the tools in Illustrator will work on raster images. The warp tool in Illustrator is used only to warp vector shapes.
You can use raster images as a part of your layout in Illustrator, but editing them within Illustrator is limited. If you need to make changes to the raster image, open it in Photoshop and make the changes.
Now, read a few pages from top searches in from this google search:

Here is some further info on the these two different types of digital graphics:
