How do I create a wet ink effect in Photoshop?

I have a few brushes that can do this, but really want to be able to customize it. How would you create this wet ink effect in photoshop? I’m using cs4, if that matters.

I have seen similar photos to your sample. They were made with cigarette smoke and a color overlay layer.
