How can I make a reflection water ripple effect in Photoshop CS4?

One just like this:

http://c3.ac-images.myspacecdn.com/image…

Additionally, how do I get the history/layers/etc panels to dock to the right side of the PhotoShop window? It used to do it automatically but for some reason, it stopped working..

Furthermore, my cursor has disappearing parts with certain tools; every tool that is circular somewhat (Brush, Clonestamp, Crop, etc). Is that an install problem? The parts that disappear are all of the corners and sides except for the top left corner when the size of it is large enough…
Photoshop CS4 has a “Animation” panel which allows the user to make animated GIFs with limitless effects; I know it can be done, I’m just asking how to do it.
The cursor problem has nothing to do with RAM, I have Photoshop set to use a high percentage of the available RAM.

There are some Plugins available that will assist you in creating that effect.

There are several online tutorials available as well which can give you step-by-step instructions.

All of this may be found by doing a couple of quick searches using Google.

I love it when you google a search for things and you get stupid people posts like yours nahee enterprises. You could point the OP in the right direction, so when a search is done and it sends you here at least it may be of some use.
