You are approaching this from the wrong end … sort of like asking what kind of plate you need to make your cookies taste like chocolate after they have already been baked and they are sugar cookies.
The only proven way to get a clear nice picture is to take them with your camera … in focus and well composed … anything you do later will be very difficult to change and will be noticeable to even the casual viewer.

You cant use a brush to make the picture more clear, but you can use a filter. still, if your photos are badly shot then not much you can do with them, unless you wanna get artsy manipulating them.
