Smoke brushes for Photoshop Elements 5?

I’m looking for smoke brushes for Photoshop Elements 5, or at least a free program that you can make smoke effects on photos. The smoke effects I need are for old steam trains – I’m trying to take a photo of one in a museum and make it look like it’s operational. Does anyone know where I can find brushes for Elements 5 or a free program that lets me add smoke effects? l tried searching on Google but it didn’t give any good results… thanks if anyone can help!

The smoke brushes on the first page are very light and thin. There are better brushes for train smoke on page 2 and following.

For non-brush steam: select an area for the steam. Select>Modify>Feather and pick a fairly large number. (How large depends on the size of the photo you’re working with but usually something between 50 and 80 pixels.) Then fill the selected area with light gray. Decrease the Opacity of the layer (the box at the top of the Layers Palette that says 100%) to make it near transparent. Use the Eraser Tool with a fuzzy-edged brush and brush opacity set down around 25 to tweak the shape of the “steam”. Use the Paintbrush with brush opacity set to 25 or so to paint with darker and lighter shades of gray – or use the Burn and Dodge Tools – to highlight and shadow.
