Copy the brush/brush file into the file designed for the brushes. Found in the program files, PSE 8, then keep searching until you find a file called brushes, then paste the brushes into there.

Riddles
Most brushes download as a zipped file. First unzip and extract the abr file to the presetsbrushes folder.
For Mac the file must be extracted to:
Applications >Adobe Photoshop %version% > Presets > Brushes
For Windows, the folder could be located in a couple of places.
Through version CS3 and including Elements, it was located here:
C:Program FilesAdobe%your Photoshop version%PresetsBrushes.
For CS4, the Windows location for brushes changed to:
C:Documents and Settings %yourusername%Application DataAdobe%your Photoshop version%PresetsBrushes
For Elements 8, the location will probably be the same as CS4. Once you’ve located the presetsbrushes folder and extracted the abr file to it, you will need to restart Photoshop if it’s open. The new brush set should be listed when you click on the pull-down for the Brush field from the Options bar at the top of the canvas.
